From Office to Experience: Retail Repositioning Gains Ground in Las Vegas

July 10, 2026 · REBusinessOnline

REBusinessOnline published an interview with Steve Neiger, managing principal at CAST Capital Partners, about The Cliff, which the outlet described as a 100,000-square-foot office-to-retail conversion in Henderson's Green Valley Ranch submarket. The article framed the site as a vacant, low-density suburban office property that had struggled to compete as newer product and changing workplace habits weighed on demand. Instead of another office lease-up or a residential conversion, the development team, which the outlet said includes Partners Capital, is turning the property on Paseo Verde Parkway into an open-air retail and dining destination. The first tenants named were Arhaus, the Taco Stand, Killer Whale Creamery, Lyte House, Barista Botanist and Next Health, with groundbreaking expected this year and tenant openings targeted for late 2026.

Neiger told the outlet that CAST has primarily focused on retail and knows which Las Vegas communities remain underserved for retail, entertainment and food and beverage. He said Henderson has lacked new Class A retail development for nearly two decades, with The District at Green Valley Ranch, which opened in 2004, serving as the area's main lifestyle destination. Comparing Henderson with Summerlin, he said the gap is clear, and that part of the problem is that Henderson has not historically had a strong "center of gravity" for Class A retail to draw brands that look for a cluster of similar tenants.

On what makes an older office building a candidate for retail, Neiger pointed to demographics and density, plus access and visibility in a car-driven market. He cited Henderson population growth of roughly 25 to 30 percent since 2014, or more than 75,000 residents, much of it from in-migration from higher-cost markets such as California, and said the tenant mix reflects demand for more elevated, experience-driven concepts. Looking ahead, he said adaptive reuse is not a one-size-fits-all answer and that ground-up development is often more straightforward, but that it can be a very effective strategy in submarkets where the consumer base clearly outstrips the available retail and dining.
