Who and What are The Value Add Cowboys?
VAC Development is a real estate investment and operating company originated by three partners who have a variety of experience and perspective in the real estate industry. From upstate New York, down to Miami, throughout the South and Midwest, across the country to Hawaii and back to Vegas to amass a deal history of over three hundred commercial real estate transactions. VAC is composed of highly skilled real estate professionals and entrepreneurs with a unique ability to originate, structure, underwrite, close, and reposition value-add and core investments in land, multifamily and commercial real estate. Our key advantage is acquiring opportunities and structuring deals that most cannot see based on our agile structure.
VAC is not asset class specific and looks for the diamonds in the rough and the partnerships to position and protect themselves accordingly to set their partners up for success. We have experience in note purchases, ground-up development, redevelopment, joint ventures, and creative financing structures. Our principals are seasoned Real Estate professionals who collectively have conducted over $2 billion in real estate transactions. VAC Development was founded in 2022 as a Joint Venture between WG Group and Sansone Investments.
The term value add cowboys came from how are we going to brand ourselves. We wanted to showcase who we are and the types of opportunities we invest in. We are all out-of-the-box thinkers who never wanted to be like the other real estate investment groups. Our main purpose is to have fun doing what we love and that is enjoying the process of finding off-the-beaten-path opportunities, executing our business plan, delivering above-market returns, and laughing along the way.

Devon has been active in real estate since he started with his father at 16 learning the construction aspects of framing and overseeing general construction. For over 18 years he has facilitated development, distressed and underutilized properties throughout the Las Vegas valley. Devon has been an active participant in acquiring, financing, operating, renovating, repositioning and selling assets. His proven track record with attention to detail, innovative thinking, value engineering, and involvement on all aspects of the deal has consistently added value to those assets.
Over the last several years, Devon has been actively engaged in numerous commercial, and residential custom home projects throughout the Las Vegas valley. His current investments include. Eastern Marketplace, a 70,000 SQFT retail center, Park Place, a Class A 140,000 SQFT retail center with office, St. Rose Corporate, a 84,000 SQFT mixed use Class A office and retail center, St Rose Park, 37,000 sf office buildings, Axiom at Rainbow, 2 Class A 80,000 SF office buildings, and several development ready parcels of land. In addition, as the broker, Devon has facilitated over 100 residential transactions in the past 18 months.
Devon currently lives in Henderson with his wife and three children. He is actively involved in coaching, mentoring, and agricultural ventures.

Principal
Mr. Garfinkle has been an active real estate investor specializing in the acquisition and repositioning of all types of real estate including distressed and underutilized properties for over forty years. His real estate holdings have spanned the East Coast, Midwest, Hawaii and Nevada. As one of the Managers in various entities, Mr. Garfinkle is, and has been, an active participant in acquiring, financing, operating, renovating, repositioning, and selling assets. His proven track record, hands on approach and attention to detail have consistently added value to those assets.
Mr. Garfinkle’s professional judgment and personal integrity have served partners, equity investors, and lenders well throughout his tenure as a sponsor, joint venture partner and manager. Mr. Garfinkle has received numerous awards for the standard of excellence he has achieved in his past business endeavors. Mr. Garfinkle previously enjoyed similar responsibilities and accomplishments during his 30 years as a partner, with Michael Werner, in Investment Equities Associates (IEA), a Florida based multi-faceted real estate investment and operating entity. Under his leadership, IEA engaged in hundreds of millions in real estate transactions. These transactions include over one million square feet of office space, hotels, multi-family apartments, converted condominiums, numerous parcels of land, and luxury homes in over a dozen states.
Over the last several years, Mr. Garfinkle has been actively engaged in projects throughout Clark County & Reno, Nevada, North Carolina, Florida and Hawaii. The organization was branded as WG Group and that was a continued partnership with his long time partner Michael Werner. These transactions include several million square feet of office space, multi-family, hotels, retail centers, and several land parcels which exceeded $250M in value. In addition, he also owns and operates a residential company founded in 2010 which has bought and sold hundreds of houses in the Las Vegas market. VAC Development has continued Mr. Garfinkle’s success into Utah, Arizona and continued developments in Nevada and Hawaii.
Mr. Garfinkle currently resides in Nevada and Hawaii with his wife and two children. He has been actively involved in agricultural ventures, environmental causes and currently sits on the Board of Directors for several non-profit organizations. In addition, he served on the board of a private Hawaii school for over 15 years and currently serves as Co-Chair for the Kukio Fund, a non- profit organization that serves under privileged children on the island of Hawaii as well as serving on the board of the Nature Conservancy in Hawaii.

Andrew Dunn has been active in the real estate industry for about 4 years operating in the private family office sector where he oversaw acquisitions, underwriting, property management, leasing, financing, and dispositions.
Andrew’s real estate experience comes from over 70 residential fix n flip properties in the Las Vegas market and full turn deal profiles of several hundred thousand square feet of office, retail and industrial space with a few hundred apartment dispositions. In addition, he was involved in various land acquisitions and dispositions in the Hawaii, Las Vegas, Reno, and North Carolina markets.
Andrew has led several market expansions into Reno, Phoenix, Imperial Valley and Salt Lake City with several other markets on the forefront for expansion.
