The Las Vegas Review-Journal reported that VAC Development has started construction on The Cliff, a roughly $70 million project to turn a two-building office property on Paseo Verde Parkway, along St. Rose Parkway just south of the 215 Beltway, into a retail and dining complex. Property records showed the current ownership group bought the 10-acre site for $27.5 million in a sale that closed August 31. Plans call for fitness studios, a home-lighting store, a taco shop, an ice cream parlor, a cafe and other tenants, along with live music, comedy shows and outdoor programming. Tenant turnover was set to start in the second quarter of next year.
Benjy Garfinkle, part of the ownership group, told reporter Eli Segall the complex was 40 percent leased and that interior demolition would wrap up within about a week. He said the project appealed to him because it already had city approvals, and that Henderson has seen far less recent retail development than Summerlin. Converting an office building to retail is in some ways easier than building from scratch, he said, because the buildings and utilities are already in place. "You would never know it was that office building six months from now," he said. Garfinkle put total development costs, including the purchase, construction and leasing commissions, at about $70 million.
The paper also traced the project's history. The single-story buildings, about 100,000 square feet combined, were built in 2002, and the original development group bought the site in 2023 for about $17.3 million. Their attorney, Elias George, had pitched the plan to the Planning Commission as an "anti-mall" concept. Some nearby residents objected to the proposed signage, which was reduced, and the City Council approved the plans unanimously in June 2025. The Review-Journal noted that VAC Development is a joint venture between WG Group, founded by Garfinkle and Michael Werner, and Sansone Investments, led by Devon Sansone, with Cast Capital Partners also in the ownership group.
